Eileen Fernandez

General Counsel

Eileen D. Fernandez serves as the General Counsel for Phoenix Union High School District (PXU). She is responsible for supporting the Superintendent and School District staff in serving the educational needs of students in a legally compliant manner and ensuring to protect the District’s interest as it relates to legal matters.

Prior to joining the PXU team in 2021, Ms. Fernandez was the Associate General Counsel for Orange County Public Schools (OCPS) in Orlando, Florida where her focused on legislative and congressional affairs, education policy, K-12 curriculum matters, real estate and facilities, inter-governmental relations, student discipline, student custody matters, and public records law. Prior to joining OCPS, she was in private practice for nine years and her focus was on the areas of commercial real estate finance and banking, mortgage and real estate law and land use law.    

Eileen earned her B.A. from Rollins College in 1997 and her J.D. from Florida State University College of Law in 2001. She is a Board Certified Specialist in City, County, and Local Government Law.
